SECTION CODE 01
TRANSPORTATION & ROAD SERVICES LAW

A. General Traffic Violations

- Driving in the wrong lane.
- Performing an illegal U-turn that crosses traffic lanes.
- Blocking or cutting off an intersection, which can lead to serious accidents.
- Driving on pedestrian walkways, infringing on pedestrian rights.
- Excessive use of the horn, causing disturbance to others.
- Driving through safety zones (marked by traffic devices).
- Violating safety requirements (e.g., helmet for motorcycles, seatbelt/lights for cars).
- Violating safety requirements for heavy vehicles or large trucks.
- Failing to obey traffic control devices (e.g., signs, roadblocks, officer signals).
Fine: $250.00 | An additional $250.00 will be added for each extra violation.

B. Failure to Pay Issued Tickets

- Failure to pay a traffic ticket issued by a Peace Officer within one week of issuance.
- Unpaid tickets must be cleared at the SAPD Administrative Desk.
Fine: $65.00 & 15 months jail | Bail: $195.00 + 5 months jail

C. Driving Without a Valid License

- Operating a motor vehicle without a valid license.
- Driving with an expired or suspended license.
Fine: $100.00 & 15 months jail | Bail: $300.00 + 5 months jail

D. Operating Sea Vessels Without a Valid License

- Operating a motorboat or sailboat without a valid license.
- Using an expired or suspended boat license.

E. Driving Trucks Without Proper License

- Driving a truck/lorry without a trucking license, expired license, or suspended one.
Trucks: Fine $1,500.00 & 30 months jail | Bail: $9,000.00 + 5 months jail

F. Unauthorized Truck Driving on Federal Roads

- Driving a truck/lorry on federal roads without proper authorization.

G. Flying Aircraft Without Valid Pilot License

- Operating fixed-wing or rotor aircraft without valid, expired, or suspended license.

H. Speeding

- Operating a vehicle exceeding speed limits:
City: 50 mph | County: 60 mph | Highway: 80 mph
Fine: $1,000.00

I. Vehicle Parking Violations

- Improper parking methods.
- Parking on private property without consent.
- Parking in government building areas.
- Parking within 10 meters of a 'No Parking' sign.
- Parking on highways or metered areas without payment.
Fine: $150.00 | Vehicle will be impounded

J. Illegal Vehicle Modifications

- NOS injection systems.
- Front tinted windows (driver’s view).
- Plate frames, oversized spoilers, illegal hydraulics.
- Offensive or disturbing stickers.
Fine: $200.00 | Vehicle will be impounded

K. Unregistered Vehicles

- Operating or parking an unregistered vehicle.
- Invalid or missing vehicle registration.
Fine: $150.00 | Vehicle will be impounded

L. Vehicular Endangerment

- Hit and run, or driving that endangers others.
Fine: $2,500.00 & 30 months jail | Bail: $8,000.00 + 5 months jail | License suspended for 7 days

M. Vehicular Manslaughter

- Causing a fatality with a vehicle, intentionally or through reckless behavior.
Fine: $250.00 & 40 months jail | Bail: $2,000.00 + 5 months jail

N. DWI/DUI (Driving While Intoxicated/Under Influence)

- Driving under influence of alcohol or drugs.
Fine: $100.00 & 15 months jail | Bail: $300.00 + 5 months jail | Vehicle impounded
Release denied if still intoxicated

O. Illegal Street Racing

- Participating in races without proper registration and with illegal vehicle mods.
Fine: $150.00 & 25 months jail | Bail: $750.00 + 5 months jail | Vehicle impounded
If death occurs, charged as vehicular manslaughter

P. Evading Police

- Intentionally fleeing from law enforcement or ignoring sirens/megas.
Fine: $150.00 & 20 months jail | Bail: $600.00 + 5 months jail | Vehicle impounded

Q. Flight Regulations

- Flying below minimum height:
SAFD & SANews: 400ft | Civilians: 500ft | Airplanes: 700ft
- Flying without ATC permission or over restricted areas.
Fine: $250.00 | +$250.00 per extra offense

R. Aircraft Endangerment

- Performing dangerous or reckless aircraft maneuvers.
Fine: $450.00 & 30 months jail | Bail: $2,700.00 + 5 months jail | Action by Special Ops

S. Unauthorized Emergency Landing

- Landing without notifying or obtaining clearance from Air Traffic Control.
Fine: $400.00

T. Failure to Yield to Emergency Vehicles

- Not giving way to emergency vehicles with sirens/lights.
Fine: $250.00

U. Failure to Comply with a Roadblock

- Ignoring or bypassing an official roadblock.
Fine: $200.00

V. Following Emergency Vehicles

- Trailing emergency vehicles during a response without reason.
Fine: $300.00

W. Altering Vehicle Identification Number (VIN)

- Tampering, changing, or removing the VIN intentionally.
Fine: $100.00 & 20 months jail | Bail: $400.00 + 5 months jail

SECTION CODE 02
License & Permit Law
A. Firearms License

- All civilians who wish to obtain or already possess a firearms license in the state of San Andreas must comply with the Firearms License Regulations.
- Firearms license holders are obligated to follow every rule and guideline outlined in the license terms.
- Civilians applying for a firearms license must complete all required licensing stages.
- Any violation of the Firearms License Rules will be subject to penalties as stated in this section.

B. Flying License

- A flying license is mandatory for any civilian who wishes to operate aircraft within San Andreas.
- Applicants must fully understand and follow the Private Pilot License (PPL) Requirements and Handbook.
- Civilians must complete the official Guidelines and Application Format to receive a flying license.
- Operating any aircraft without a valid flying license is punishable under Section (1) G — Flying Aircraft Without Valid Pilot License.

C. Trucking License

- The trucking license grants truck drivers extended access across the state of San Andreas.
- Civilians wishing to obtain a trucking license must submit an application and follow all stated procedures.
- All licensed truckers are required to follow the Trucking Regulations and Guidelines strictly.
- Unauthorized trucking or transporting goods across the state without a valid license is punishable under Section (1) E — Driving Trucks Without Proper License.

D. Lumberjack License

- Lumberjacks are responsible for the initial harvesting and transport of trees for forest product processing.
- Civilians must apply and follow all requirements to obtain a lumberjack license.
- All lumberjacks are expected to comply with regulations without exception.
- Illegal logging in the state is strictly prohibited and punishable.
Penalty: $2,000.00 fine & 25 months jail | Bail: $10,000.00 + 5 months jail

E. Event Permit

- Any event involving 10 or more participants must be officially registered with the SAPD.
- Civilians planning such events must submit an application and follow all regulatory procedures.
- Event organizers must adhere strictly to the event guidelines.
- Organizing an unregistered event is prohibited and subject to penalties after the first warning (event organizers only).

F. Organizing a Small Illegal Event

- Refers to events held with 10–20 participants.
- Individuals involved in the following roles will be penalized:
- Event organizers
- Individuals receiving profits
- Anyone in charge of the event
Penalty: $5,000.00 fine & 25 months jail | Bail: $10,000.00 + 5 months jail

G. Organizing a Big Illegal Event

- Refers to events involving more than 20 participants.
- Individuals involved in the following roles will be penalized:
- Event organizers
- Individuals receiving profits
- Anyone in charge of the event
Penalty: $7,500.00 fine & 35 months jail | Bail: $10,000.00 + 5 months jail

SECTION CODE 03 - Control of Drugs
A. Possession of Marijuana (Small Amount)

- Possessing 1–50 grams of marijuana on your person, in your house/apartment, or in your vehicle is prohibited.
Penalty: $200.00 fine & 10 months jail | Bail: $400.00 + 5 months jail

B. Possession of Marijuana (Large Amount)

- Possessing 51–100 grams of marijuana on your person, in your house/apartment, or in your vehicle is prohibited.
Penalty: $400.00 fine & 15 months jail | Bail: $1,200.00 + 5 months jail

C. Possession of Cocaine/Crack (Small Amount)

- Possessing 1–50 grams of cocaine or crack on your person, in your house/apartment, or in your vehicle is prohibited.
Penalty: $375.00 fine & 20 months jail | Bail: $1,500.00 + 5 months jail

D. Possession of Cocaine/Crack (Large Amount)

- Possessing 51–100 grams of cocaine or crack on your person, in your house/apartment, or in your vehicle is prohibited.
Penalty: $750.00 fine & 25 months jail | Bail: $3,750.00 + 5 months jail

E. IUI or IWI (Individual Under/With Influence)

- Being under the influence of illegal drugs in public or private property is punishable.
Penalty: $150.00 fine & 15 months jail | Bail: $450.00 + 5 months jail

F. Selling or Distributing Illegal Drugs

- Selling or distributing any type of illegal drug to another person is strictly prohibited.
Penalty: $500.00 fine & 25 months jail | Bail: $2,500.00 + 5 months jail

G. Drug Manufacturing

- Participating in the production of illegal drugs, including selling precursor chemicals or equipment, or offering assistance in the manufacturing process.
Penalty: $500.00 fine & 35 months jail | Bail: $3,500.00 + 5 months jail

H. Being Present for Illegal Drug Use

- Being present at a location where illegal drug use is occurring **and** assisting in any way (e.g., acting as a lookout or helping consumption).
Penalty: $100.00 fine & 10 months jail | Bail: $200.00 + 1 month jail

SECTION CODE 04
Control of Deadly Weapons
A. Possessing, Displaying, or Using Sharp/Blunt Weapons

- Displaying or using a sharp/blunt weapon to threaten someone.
- Openly showing any sharp/blunt weapon in public space.
Penalty: $150.00 fine & 15 months jail | Bail: $450.00 + 5 months jail

*Note: If the weapon is brought for self-defense without intent to harm, authorities may confiscate it and detain the person for further interrogation.*

B. Possession of Illegal Firearms

- Possessing a firearm with no serial number (on person, in house, or vehicle).
- Purchasing a firearm with no serial number through any trade system.
- No exceptions are accepted, even for self-defense.
Penalty: $500.00 fine & 40 months jail | Bail: $4,000.00 + 5 months jail

C. Possession of Legal Firearms Without a License

- Possessing a serial-numbered firearm without an active Firearms License (on person, in house, or vehicle).
- Illegally purchasing a serial-numbered firearm.
- No exceptions are accepted, even for self-defense.
Penalty: $50.00 fine & 20 months jail | Bail: $200.00 + 5 months jail

D. Possession of Weapon Materials or Schematics

- Possessing blueprints, schematics, or materials used for weapon crafting.
- Illegally creating or selling weapon parts or designs.
Penalty: $500.00 fine & 25 months jail | Bail: $2,500.00 + 5 months jail

E. Firearms License Violations

- Licensed firearm holders violating any terms of the Firearms License Agreement.
- Publicly displaying licensed firearms.
Penalty: License will be revoked | Further punishment based on License Agreement

E.2. GCU Weapon Target Listing

- Individuals listed by the Gun Control Unit (GCU) due to concerns or violations.
- License holders who fail to return firearms after forfeiture or are listed as "Unreturned Weapon" cases.
Note: Tracked by GCU for internal investigations.

F. Brandishing a Firearm or Weapon

- Intentionally displaying a firearm or weapon in a threatening or reckless manner.
Penalty: $200.00 fine & 20 months jail | Bail: $800.00 + 5 months jail | Weapon confiscated

G. Unlawful Discharge of a Firearm or Weapon

- Knowingly or recklessly firing a firearm at any occupied dwelling, building, structure, or vehicle.
Penalty: $200.00 fine & 25 months jail | Bail: $1,000.00 + 5 months jail | Weapon confiscated

H. Possession of Body Armor

- Wearing or equipping body armor without lawful justification.
Penalty: $400.00 fine & 10 months jail | Bail: $800.00 + 5 months jail

I. Weapon Trafficking

- Smuggling or trafficking any kind of weapon across or within the state.
Penalty: $400.00 fine & 30 months jail | Bail: $2,400.00 + 5 months jail

J. Possession of Destructive Devices or Explosives

- Possessing or using homemade explosives, incendiary devices, or any weapon capable of mass damage to people or property.
Penalty: $350.00 fine & 35 months jail | Bail: $2,450.00 + 5 months jail

SECTION CODE 05 - Crime Against the Person
A. Intimidation

- Engaging in behavior that would cause a reasonable person to fear injury or harm.
Penalty: $50.00 fine & 10 months jail | Bail: $100.00 + 5 months jail

B. Assault

- Attempting to physically harm another individual, including actions such as spitting, slapping, or assisting such acts.
Penalty: $100.00 fine & 15 months jail | Bail: $300.00 + 5 months jail

C. Assault with a Deadly Weapon

- Assaulting another person using a deadly weapon or causing injury with any weapon (excluding firearms).
Penalty: $150.00 fine & 20 months jail | Bail: $600.00 + 5 months jail

D. Battery

- Making harmful or offensive physical contact without consent.
Penalty: $200.00 fine & 25 months jail | Bail: $1,000.00 + 5 months jail

E. Aggravated Battery

- Causing serious injury through harmful or offensive physical contact, with or without a weapon.
Penalty: $250.00 fine & 30 months jail | Bail: $1,500.00 + 5 months jail

F. Attempted Murder

- Intentionally attempting to cause death or serious injury, or causing such outcomes due to gross negligence.
Penalty: $200.00 fine & 30 months jail | Bail: $1,200.00 + 5 months jail

G. Murder

- Unlawfully killing another person intentionally using any weapon (legal or illegal).
Penalty: $400.00 fine & 50 months jail | Bail: $4,000.00 + 5 months jail

H. Group Criminal Assault

- Participating in a group assault, with or without weapons, causing harm to individuals.
Penalty: $250.00 fine & 30 months jail | Bail: $1,500.00 + 5 months jail

I. Drive-By Shooting

- Committing an assault using firearms from a moving vehicle, as either the driver or shooter.
Penalty: $300.00 fine & 35 months jail | Bail: $2,100.00 + 5 months jail

J. Melee Robbery

- Forcibly taking items using threats or melee weapons.
Penalty: $100.00 fine & 15 months jail | Bail: $300.00 + 5 months jail | Stolen goods must be returned

K. Armed Robbery

- Using firearms to threaten and steal property from a victim.
Penalty: $150.00 fine & 30 months jail | Bail: $900.00 + 5 months jail | Stolen goods must be returned

L. Piracy

- Seizing or boarding a vessel using threats or weapons without permission.
Penalty: $150.00 fine & 20 months jail | Bail: $600.00 + 5 months jail | Stolen goods must be returned

M. Grand Theft

- Stealing property valued over $1,000.
Penalty: $250.00 fine & 25 months jail | Bail: $1,250.00 + 5 months jail

N. Grand Theft Auto

- Stealing or unlawfully entering and taking a vehicle.
Penalty: $250.00 fine & 15 months jail | Bail: $750.00 + 5 months jail | Vehicle must be returned/repaired

O. Grand Theft of Firearms

- Stealing any type of firearm, regardless of its registration status.
Penalty: $100.00 fine & 15 months jail | Bail: $300.00 + 5 months jail | Weapon returned or confiscated

P. Abuse or Desecration of Human Remains

- Sexual or unethical acts involving a deceased person, or failing to report discovered remains.
Penalty: $200.00 fine & 15 months jail | Bail: $600.00 + 5 months jail

Q. Kidnapping

- Forcibly removing or restraining someone without their consent.
Penalty: $350.00 fine & 30 months jail | Bail: $2,100.00 + 5 months jail

R. Hostage Taking

- Holding someone against their will as leverage or using them as a human shield.
Penalty: $250.00 fine & 60 months jail | Bail: $3,000.00 + 5 months jail

S. Torture

- Causing deliberate and extreme harm to a person.
Penalty: $150.00 fine & 20 months jail | Bail: $600.00 + 5 months jail

T. Blackmail

- Threatening to expose personal information to coerce someone into compliance.
Penalty: $100.00 fine & 10 months jail | Bail: $200.00 + 5 months jail

U. Human Trafficking

- Forcing someone into labor or selling another human being.
Penalty: $550.00 fine & 65 months jail | Bail: $7,150.00 + 5 months jail

SECTION CODE 06
Crime Against the Person, Involving Sexual Assault, Public Decency, and Good Moral
A. Sexual Harassment

- Making derogatory comments, slurs, epithets, or inappropriate jokes.
- Unwanted touching such as pats, pinching, back rubs, or intentional physical contact (e.g., brushing against body parts).
- Forcing unwanted sexual advances or propositions.
Penalty: $500.00 fine & 10 months jail | Bail: $1,000.00 + 5 months jail
Note: May vary depending on severity

B. Rape

- Engaging in sexual intercourse without the other party's consent.
Penalty: $300.00 fine & 60 months jail | Bail: $3,600.00 + 5 months jail

C. Statutory Rape

- Engaging in sexual intercourse with a minor, regardless of consent.
Penalty: $500.00 fine & 75 months jail | Bail: $7,500.00 + 5 months jail

D. Prostitution

- Knowingly offering or performing sexual acts in exchange for money, goods, or services.
Penalty: $250.00 fine & 30 months jail | Bail: $1,500.00 + 5 months jail

E. Solicitation of Sexual Engagement

- Offering goods or services in exchange for sexual acts.
Penalty: $250.00 fine & 30 months jail | Bail: $1,500.00 + 5 months jail

F. Public Nudity

- Being naked in public or exposing genital areas in a public place.
Penalty: $50.00 fine & 5 months jail

G. Public Sexual Acts

- Engaging in any sexual activity in a public setting.
Penalty: $150.00 fine & 15 months jail | Bail: $450.00 + 5 months jail

SECTION CODE 07
Crime Against Public Peace
A. Initiating a Riot

- Gathering or provoking people to cause chaos.
Penalty: $200.00 fine & 15 months jail
Bail: $600.00 + 5 months jail

B. Failing to Disperse After Lawful Order

- Refusing to leave an area after being lawfully ordered by government officials.
Penalty: $250.00 fine & 20 months jail
Bail: $1,000.00 + 5 months jail

C. Participating in a Riot

- Involvement in riot-related activity, whether causing injury or breaking the law.
Penalty: $75.00 fine & 10 months jail
Bail: $150.00 + 5 months jail

D. Spitting in Public

- Spitting saliva inappropriately in a public space.
Penalty: $150.00 fine

E. Public Urination or Defecation

- Urinating or defecating inappropriately in a public place.
Penalty: $150.00 fine

F. Public Drunkenness

- Being under the influence of alcohol to the point of losing consciousness or acting inappropriately.
Penalty: Up to $200.00 fine | Jail possible if disturbance occurs

G. Vilification

- Making statements to harm someone's public image or reputation.
Penalty: $100.00 fine & 15 months jail
Bail: $300.00 + 5 months jail

H. Hate Speech

- Spreading hatred toward a person or group.
Penalty: $150.00 fine & 20 months jail
Bail: $600.00 + 5 months jail

I. Vigilantism

- Taking the law into one’s own hands without legal authority.
Penalty: $300.00 fine & 30 months jail
Bail: $1,800.00 + 5 months jail

J. Disturbing Public Peace

- Engaging in unruly behavior in public (e.g., loud noise, fighting).
Penalty: $100.00 fine & 15 months jail
Bail: $300.00 + 5 months jail

K. Public Brawling

- Engaging in a physical fight in public causing nuisance.
Penalty: $150.00 fine & 20 months jail
Bail: $600.00 + 5 months jail

L. Accessories Disturbance

- Wearing full face masks or scary accessories in public.
Penalty: Verbal warning → Up to $150.00 fine
Note: Wearing government-issue accessories may result in jail.

M. Jaywalking

- Crossing the street illegally or without regard for traffic.
Penalty: $50.00 fine

N. Littering

- Improperly disposing of trash in public spaces.
Penalty: $250.00 fine | Jail possible in severe cases

O. Unlawful Assembly

- Assembling with others to commit an illegal act or acting violently in public.
Penalty: $100.00 fine & 20 months jail
Bail: $400.00 + 5 months jail

P. Stalking

- Repeated unwanted pursuit of another individual, including harassment or following.
Penalty: $200.00 fine & 20 months jail
Bail: $800.00 + 5 months jail

Q. Public Intoxication

- Being drunk in public and causing disturbance or harm to others.
Penalty: $250.00 fine & 10 months jail
Bail: $500.00 + 5 months jail

R. Animal Abuse

- Inflicting harm on any animal species.
Penalty: $500.00 fine & 20 months jail
Bail: $2,000.00 + 5 months jail

S. Animal Cruelty

- Committing cruel or unusual acts towards animals.
Penalty: $300.00 fine

SECTION CODE 08
Crime Against Public Justice
A. Obstruction of Justice

- Interfering with police officers or public officials on duty.
- Lying during investigation, resisting arrest, or intimidating officers.
Penalty: $30.00 fine & 15 months jail
Bail: $90.00 + 5 months jail
Note: Additional penalties apply if multiple violations committed.

B. Abusing Government Hotline (911, 555, etc)

- Calling government hotlines for non-emergency/personal matters.
- Prank, fake, or provoking calls.
Penalty: $100.00 fine & 10 months jail
Bail: $200.00 + 5 months jail

C. Government Attributes Misuse

- Wearing government-issued attire or items (e.g., badge, vest, kevlar, etc).
Penalty: $100.00 fine & 60 months jail
Bail: $1,200.00 + 5 months jail
Note: Verbal warning may be issued for minor cases.

D. Impersonating Government Staff

- Pretending to be a government official to gain personal benefit.
Penalty: $100.00 fine & 60 months jail
Bail: $1,200.00 + 5 months jail

E. Attempted Bribery to Public Officials

- Offering money or service to reduce penalties.
Penalty: $200.00 fine & 15 months jail
Bail: $600.00 + 5 months jail

F. Bribing or Threatening Witnesses

- Preventing someone from testifying or reporting a crime through bribery or threats.
Penalty: $60.00 fine & 10 months jail
Bail: $120.00 + 5 months jail

G. False Reporting

- Filing a false report to obstruct justice or investigations.
Penalty: $200.00 fine & 20 months jail
Bail: $800.00 + 5 months jail

H. Giving False Information

- Providing false statements or fake crime reports to law enforcement.
Penalty: $125.00 fine & 20 months jail

I. Perjury

- Lying under oath or submitting false legal documents.
- Includes assisting others in committing perjury.
Penalty: $500.00 fine & 20 months jail

J. Assault on Law Enforcement Officer (LEO)

- Physical attack or causing damage to law enforcement personnel.
Penalty: $150.00 fine & 40 months jail

K. Attempted Murder of Public Official

- Attempting to injure or kill a public official.
- Includes actions that result in harm through negligence.
Penalty: $500.00 fine & 60 months jail

L. Murder of Public Official

- Intentionally killing a public official.
Penalty: $600.00 fine & 70 months jail
Bail: $8,400.00 + 5 months jail

M. Harboring Criminals

- Assisting, hiding, or protecting a criminal.
- Includes destroying evidence or helping escape.
Penalty: $250.00 fine & 30 months jail
Bail: $1,500.00 + 5 months jail

N. Fraud / Scam

- Deceiving others for financial or personal gain.
Penalty: $250.00 fine & 20 months jail
Bail: $1,000.00 + 5 months jail

O. Forgery

- Creating or altering legal documents to defraud others.
Penalty: $500.00 fine & 30 months jail
Bail: $3,000.00 + 5 months jail

P. Corruption

- Government official misusing power for personal gain.
Penalty: $5,000.00 fine & 300 months jail

Crime Against Property
A. Trespassing

- Entering someone's personal space or property (including basements) without lawful permission.
Penalty: $300.00 fine & 5 months jail
Additional: Must refund any property damages caused during entry.

B. Trespassing Government Property

- Entering restricted government areas without authorization from officials.
Penalty: $100.00 fine & 20 months jail
Bail: $400.00 + 5 months jail

C. Vandalism

- Damaging, destroying, or defacing private, public, or government-owned property.
Penalty: $250.00 fine & 15 months jail
Bail: $450.00 + 1 month jail
Additional: Must fully compensate for the damaged property.

D. Arson

- Deliberately setting fire to someone's property.
Penalty: $250.00 fine & 30 months jail
Bail: $1,500.00 + 5 months jail

E. Extortion

- Forcing or threatening others to give up money, items, property, or services for personal gain.
Penalty: $150.00 fine & 20 months jail
Bail: $600.00 + 5 months jail
Additional: All items or funds must be returned to rightful owner.

F. Using Property for Illegal Distribution

- Owning or using a building, hall, lab, or premises for criminal activities (e.g., gang meetings, illegal drugs/weapons manufacture or distribution).
Penalty: $300.00 fine & 60 months jail
Bail: $3,600.00 + 1 month jail
Additional:
• The property will be sealed, searched, and evidence will be collected.
• The property may be shut down permanently or auctioned by the government.
