    Image MESSAGE FROM THE CHIEF OF POLICE Image The SAPD of 2027 must be an increasingly effective, efficient, and proactive organization to realize its ambitious two-year strategic vision. This Strategic Plan outlines SAPD’s agenda for transformation and action over the fiscal years 2025–26 and 2026–27.

    This plan serves as a snapshot of an ongoing strategic planning process that will require continuous evaluation, refinement, and implementation. It reflects SAPD’s unwavering commitment to our core principles: being community-focused, partnership-based, performance-driven, data-oriented, and cost-effective in delivering public safety services to the citizens of San Andreas.

At SAPD, we understand that our responsibility extends beyond crime reduction it includes true community leadership. As the largest department in the city structure, with a broad presence across all San Andreas communities, we acknowledge our vital role in partnering with other agencies to enhance safety, build trust, and improve the quality of life for all San Andreas citizens.

          Strategic 1 - Civilian Workers
            After more than a decade of exclusively recruiting sworn police officers, SAPD under new leadership will now open opportunities for individuals to serve as civilian employees. Below are proposed civilian positions that may be introduced this year:
            • Community Relations Staff - Supports SAPD Public Relations Officers in community and division-related events.
            • Licensing Staff - Assists the Gun Control and Licensing Division with administrative processes.
            • Official Impounder - A trained impound officer who receives additional pay and privileges for official towing operations.

            Strategic 2 - Better Quality of Life
              SAPD is committed to enhancing employee well-being through improved facilities and benefits. Plans include extended healthcare coverage and provision of off-duty service vehicles to eligible personnel. Health insurance will now cover medical expenses beyond job-related injuries, aiming to improve the quality of life for all SAPD personnel.

              The off-duty service vehicle program will be limited to specific divisions or roles that require it. Additionally, SAPD will now accept reimbursement claims for duty-related expenses.

              Strategic 3- New Recruitment Standards & Filtering Process
                SAPD recruitment has long been known as one of the most challenging among government factions. Under the newly formed Recruitment and Employment Division, SAPD Academy will provide more equitable opportunities for applicants. Recruitment procedures have been reformed to ensure higher standards and greater flexibility. Image
                Strategic 4 - Greater Service Coverage
                  As San Andreas continues to grow, SAPD must expand its presence to reach previously underserved areas. A new Patrol Service Area is planned to launch in Las Venturas, aimed at strengthening police visibility and community engagement in the region. Image
                  Strategic 5 - San Andreas Guard Card
                    To support the private security industry, SAPD will introduce the San Andreas Guard Card (SAGC). Holders of the SAGC will be authorized to carry licensed firearms and perform limited civil arrests within a designated jurisdiction approved by SAPD.

                    Carrying a service weapon outside the authorized zone is strictly prohibited. Violators may face up to 300 minutes of jail time and a fine of $50,000.

                    Strategic 6 - Public Meetings
                      SAPD will reinstate monthly public meetings, offering residents a platform to voice their concerns regarding SAPD services and procedures. Participants will be protected under freedom of speech guidelines, provided their statements are respectful and free from profanity or personal attacks. Image
                      Strategic 7 - New Organization Structure & Division
                        To meet rising public expectations, SAPD will expand its organizational structure. New roles will be created for Sergeants and Command staff, offering enhanced career progression within the department. Image
                        Strategic 8 - Financial Management
                          Historically, SAPD’s finances have been centralized under the Administrative Services Bureau, leaving other divisions underfunded. Under new leadership, SAPD will implement centralized income collection and equitable monthly budget distribution, based on performance and submitted financial proposals.
